💡 What:
Replaced instances of fs.readFileSync(path).toString() with fs.readFileSync(path, 'utf8') across several files in the @expo/cli, @expo/config-plugins, and @expo/prebuild-config packages. Additionally, cleaned up unnecessary .toString() calls where 'utf8' was already passed.

🎯 Why:
This is a standard Node.js micro-optimization. By passing the encoding string directly to fs.readFileSync, Node.js bypasses the allocation of an intermediate memory Buffer object and decodes the stream directly to a string. This reduces garbage collection (GC) pressure and provides minor improvements in execution speed and memory efficiency without sacrificing code readability.
